Early Childhood and School Readiness Legislative Commission

The ECSRLC met on November 1, 2017 from 9:30-11:30am and 2:00-4:00pm to consider amendments and vote to move bills forward from the Commission. The following 4 bills were unanimously approved to move forward: 

Bill A: Concerning the alignment of early childhood quality improvement programs with the Colorado shines quality rating and improvement system.  

Bill B: Concerning substitute child care providers.

Bill C: Concerning an extension of the repeal of the early childhood and school readiness legislative commission. 

Bill D: Concerning eligibility of kindergarten students funded through early childhood at-risk enhancement positions. 

These four bills will be introduced to the General Assembly in January 2018 and follow the regular legislative process.  


The Early Childhood and School Readiness Legislative Commission (ECSRLC) met on September 19, 2017 to discuss possible legislation to bring forward in the 2018 Legislative Session.  The members worked with Legislative Council to draft 5 bills, which they will review and vote to move forward on November 1, 2017. 

  1. Bill 1: Counting Pupils in Kindergarten & Twelfth Grade
  2. Bill 2:  Align Early Childhood Quality Improvement Programs
  3. Bill 3: Substitute Placement Agency Licensure
  4. Bill 4: Extend Repeal Early Childhood Legislative Commn
  5. Bill 5: Use of Colorado Preschool Program Positions
